For a region termed “Tobacco Nation,” the low engagement rates and reach of telephonic tobacco cessation programs used by health plans could be especially costly.

In these 12 states, 39 percent of adult Medicaid enrollees smoke. In Tennessee and West Virginia, the percentage of Medicaid enrollees who smoke is a staggering 47 percent.

This finding has enormous implications for health plans in the region. About 15 percent of all Medicaid expenditures are attributable to smoking – an amount estimated to be $75 billion in 2016.

Health plans in Tobacco Nation can reduce tobacco use among their members, but to do so requires new thinking.
